Blaster shots should create small radius of light on all walls and floors.[Fixed: 8b]

While testing the alpha and playing the original I noticed that while shooting in the alpha, the light from the blaster shots don't always show on some of the walls and floors, In the original there was always a small amount of light shown from the blaster shots.

The only time this doesn't work is when the wall is at (or very near) full brightness. It should be possible, however, to go slightly above fullbrightness so you always see something. I'm not sure how this will actually look, so I'll try it out and change the issue accordingly.

For Shader Model 2+ cards, the blaster shot overbrightens the area a little, allowing some change to show up even on fullbright walls.
